The Douglas Commission appointed by Governor Douglas studied the need for some form of industrial education in Massachusetts. The commission report attracted some much needed attention to the demand for publicly supported programs of vocational education.New York established its first seventh and eighth grade for intermediate or junior high schools.
1909
The first junior high school was established in Berkley, California.
