Funding increased and vocational education expanded to include market education during this time. Federal programs were also established to reduce unemployment following the Great Depression.

The Territory of Puerto Rico Agricultural Experiment Station Act of 1931 coordinated an agricultural experiment station and extended vocational education to the island.
