The Country Life Movement began which stimulated the development of basic agricultural courses in primary schools.

The Morrill Act of 1890, also known as the Maintenance Act, was passed extending upon the original Morrill Act of 1862. This provided for the funding of at least one African-American Land Grant college or university. This college or university would provide instruction in agriculture and mechanical arts.

A two-track system of education which would provide separate studies for those college-bound and those non-college bound is ruled against by the National Education Association Committee of Ten. The committee, however, endorsed four different courses of study which would meet college admissions requirements.
